A license plate is a small fraction of the cost of a car, so even with major inflation for the game you'd expect it to cost less than any cars cost. A homing launcher costs more than an rpg. Not to mention the other items in game are priced relative to each other. But never from a purely cosmetic personal non transferable item that is only really seen by the user who buys it. I've seen mmos go to crap because of easier access to spells, rare items, baby stepping through quests like everything since eq and wow.
The only real effect would be losing rockstar some money from people who take the easy route and buy shark cards for these things. I hardly think making custom plates cheaper would do anything to cheapen the game.
